In February of this year, the Mayor of London launched a van scrappage scheme which focuses on removing the most polluting vans from London’s roads to help clean up the lethal air pollution present in the city. This scheme was implemented ahead of the Ultra-Low Emission Zone (ULEZ) coming into effect in April, and states that its core aim is to help small business owners and charities switch from high to low emission vehicles.
Who will qualify for the TFL ULEZ Scheme?
If you are a microbusiness you will be eligible for the London Van Scrappage Scheme if you can prove that you’re registered at an address in London, or in the City of London, and can fit these criteria:
- You have 10 or less employees
- You have up to £632k turnover or you have up to £316k balance sheet total in both the preceding and current financial years
- You must be either VAT registered in the UK or be registered with Companies House in the UK

What types of vehicles will be eligible?
If you’re intending to scrap a vehicle through the London Van Scrappage Scheme, it will have to be:
- A van or minibus that is owned by a registered microbusiness or charity, as mentioned above, for more than a year before the 22nd February 2019
- The van or minibus must be insured for business use
- The vehicle must be road taxed and have a valid MOT certificate
- They must fail to meet the new ULEZ standards
When the vehicle is scrapped, to be considered eligible for the benefits of the van scrappage scheme, they must be scrapped at an approved Authorised Treatment Facility.
What funding is available for vans scrapped through the London Van Scrappage Scheme?
If you scrap your van or minibus through the London Van Scrappage Scheme, there are several alternatives you can choose from. You may want to choose the option to get £6,000 towards the running costs of a new electric van model, if you’re looking to acquire a cleaner van replacement.
Alternatively, you could receive £3,500 towards the cost of a cleaner transport alternative that isn’t electric.
How can you apply for a van scrappage deal?
If you feel that your commercial van qualifies for the London Van Scrappage Scheme, head over to the TfL scrappage scheme application page and fill in your details.
As we mentioned before, to qualify for any funding from the scheme, you must recycle your van or minibus at an approved Authorised Treatment Facility and ensure you get a DVLA Certificate of Destruction, which proves that the vehicle has been permanently removed from the road.
Make sure you specify with the ATF that you need a Certificate of Destruction since, without this, some recycling centres may deem the vehicle roadworthy and could potentially return it to the road after transferring the ownership. This would mean that your vehicle would no longer be eligible for the funding from the scheme.
